        sessionId - The upload session ID (returned by DbxUserFilesRequests.uploadSessionStart(com.dropbox.core.v2.files.UploadSessionStartArg)). Must not be null.
        offset - Offset in bytes at which data should be appended. We use this to make sure upload data isn't lost or duplicated in the event of a network error.
        Throws:
        java.lang.IllegalArgumentException - If any argument does not meet its preconditions.
